Mercado Pago could not process the payment. The documentation gives no reason, and it uses the same text as cc_rejected_blacklist.
If you are the buyer
Try again or use another card or payment method. Mercado Pago does not say what went wrong.
If you are the seller
There is nothing you can fix from this code alone. Offer the buyer another payment method.
If you are the developer
General engineering advice (not from Mercado Pago's documentation): Show a neutral message and let the buyer decide whether to try again; do not name a cause.
