Best SaaS boilerplates for Claude Code and Cursor in 2026: rules vs enforcement
Twelve SaaS boilerplates for Claude Code and Cursor, compared as of November 2026: rules files, skills, MCP and which ones actually block bad changes.
Almost every SaaS boilerplate now says it works with Claude Code and Cursor. What they ship is very different. This page sorts 12 kits as of November 2026 into two groups: kits that give your agent rules, skills and tools, and kits that also block the changes that break them.
Read this first: useDeploy is our product. We wrote this list, so assume a bias. Where we say a competitor does something, it comes from that vendor's own page, linked below, and what we could not confirm is marked "—". Where another kit does it as well as we do, we say so.
Rules versus enforcement
A rules kit gives the agent instructions: an AGENTS.md or CLAUDE.md, Cursor rules, skills, sometimes an MCP server. The agent is asked to follow them. An enforcement kit adds a check that fails or blocks when the agent breaks the rule: a hook that stops a destructive command, a lint rule that rejects a forbidden import. Rules help every time; enforcement helps on the day the agent ignores them. We wrote about why that difference matters in AGENTS.md is table stakes, enforcement is the moat.

The agent-specific enforcement tier is two kits, not one
AnotherWrapper and useDeploy are the two kits in our survey that block rather than ask. They overlap, and it would be wrong to claim otherwise.
- AnotherWrapper sells a Claude Code plugin whose hooks block destructive commands, scan for secrets, protect files such as payments, auth and schema until you approve, and refuse to let the agent say it is done while a check is red. Its pitch is "hooks, not instructions". It is built around eight AI demo apps, and its source is not public.
- useDeploy pairs Claude Code hooks with ESLint rules that enforce the architecture layers, so code in the wrong layer fails lint whether a person or an agent wrote it. It is a multi-tenant SaaS base with Next.js, Express on Bun and Prisma, and it offers a free account (sign up to explore the dashboard) before you buy.
The difference is emphasis: AnotherWrapper guards the agent's actions and your sensitive files; useDeploy puts its weight on the shape of the codebase. How the hook side works is in Claude Code hooks to enforce your architecture and the lint side in Guardrails your agent can't write for itself.
ixartz Max's pre-commit and CI pipeline also fails on lint, typecheck and tests whoever wrote the code; we count it apart because its page describes no agent hooks or architecture rules.
Best by use case
- Broadest toolkit for your agent (rules, skills, MCP): Nextbase, MakerKit or TurboStarter. All three ship rules files, skills and MCP.
- Best if your agent should block risky actions: AnotherWrapper or useDeploy. Choose AnotherWrapper for an AI app, useDeploy for a multi-tenant SaaS with organizations and roles.
- Best free: Open SaaS, which ships AGENTS.md and CLAUDE.md and points to a free course on building with Claude Code.
- Best for Cursor: Indie Kit, MkSaaS or Nextbase, which all list Cursor rules.
- Best if you charge in Latin America: useDeploy, with MercadoPago Checkout Pro for one-time payments.
- Best for your own rules files: see our posts on Cursor rules for Next.js and TypeScript and a CLAUDE.md example for a SaaS, which work in any kit.
When another kit is the better pick
- You want an MCP server for your own end users and admins: Nextbase.
- You need Stripe charging today: MakerKit, Nextbase, TurboStarter, supastarter, ixartz, AnotherWrapper and others list Stripe. The Stripe adapter in useDeploy is a scaffold.
- You want the lowest paid entry price with agent skills: Indie Kit ($79).

FAQ
What is the best SaaS boilerplate for Claude Code?
As of November 2026, Nextbase, MakerKit and TurboStarter have the broadest agent toolkits (rules files, skills and MCP). AnotherWrapper and useDeploy are the two that block bad changes with hooks, and useDeploy adds lint-enforced architecture layers.
What is the difference between AGENTS.md and enforcement?
AGENTS.md is an instruction the agent is asked to follow. Enforcement is a check, such as a Claude Code hook or an ESLint rule, that fails or blocks when the agent breaks the rule. Most kits in this list ship the first; AnotherWrapper and useDeploy ship both.
Do you put useDeploy first because you sell it?
No. The table is sorted by entry price. We say plainly that AnotherWrapper also enforces rules with hooks, and that other kits have broader MCP and skills toolkits than useDeploy.
Which boilerplates include an MCP server?
MakerKit has its own MCP server, Nextbase ships MCP config and servers for users and admins, TurboStarter ships MCP and a CLI, ShipAny and MkSaaS list MCP, and SaaS Pegasus mentions it.
Is useDeploy the same as AnotherWrapper's hooks?
No. They overlap on blocking hooks. AnotherWrapper is built around AI demo apps and protects actions and sensitive files; useDeploy is a multi-tenant SaaS base that also enforces its architecture layers with ESLint.
